Transcripts or equivalent textual content should be provided for all audio and video content
Transcripts should be provided when subtitles are not available, or for audio only content where rights are permitting and the content editorially works in a text only format. For example, a play read out on radio may not have the rights cleared to publish the script. Also a breakfast, drive time or music program will not work well as the context will be lost.

Provide a button or link along with the controls for the media playback that will display the transcript. This should appear in the content order before the 'Play' button.
Testing
Recommended tool/method: Manual
- Locate all audio-only media
- Verify the page where the audio resides provides a link or similar method to access a text transcript
- Verify the transcript matches the audio, including all narration, identification of each speaker and indication of any pauses, sounds or other non-decorative audio cues
